Abstract

This research aims to find out about the implementation of the regulation number 3 in 2006 to control and arrangement of street vendors and the obstacles experienced by local government Bojonegoro. This research is legal with non-doctrinal or sociological approach. The type of data used are primary and secondary data. Data collection techniques used in this research is observation, interview, and literature study. The data analysis used is quantitative data analysis ddengan descriptive models. The location was used in this study is in the Head of Legal, municipal police office, and some street vendors in the area Bojonegoro. Based on research that has been done, can the authors conclude that the settlement policy and program implementation pemnertiban street vendors have been carried out in accordance with local regulations No. 3 in 2006. Before the policy is implemented beforehand be disseminated to the vendors. Socialization is done through meetings or in which they trade. Form of socialization in the form of circulars or letters of reprimand arrives listed by infringing conducted by officials are still largely not followed by actions of sanctions, although there are also street vendors being penalized as a result of violations made. Officers are still put forward a persuasive action and amicably. This is done to avoid clashes between the two sides. The writer suggests, that in an effort to cope with the growth of street vendors, the necessary steps or actions to anticipate as early as possible by way of firm action against vendors who violate local regulations and sanctioned so that there is a sense of deterrent to the vendor five and they will not repeat the offense he has committed.
