Keywords: Implementation, Pancasila Values, Civics Education, Character Building, Nutley, Davies & Walter. This study aims to analyze the implementation of Pancasila values through the subject of Civics Education (PPKn) in shaping students’ character at SMP “Empat Lima” 2 Kalen Kedungpring. This research employs a qualitative approach with descriptive methods. Data were collected through observations, in-depth interviews, and documentation. The implementation theory of Nutley, Davies, and Walter (2014) is used as a framework to analyze evidence-informed practice, organizational capacity, and contextual adaptation. The results show that Pancasila values are implemented through active learning strategies, character-strengthening projects, and the habituation of positive behavior in the school environment. Supporting factors include teachers’ commitment, principal’s leadership, and the Merdeka Curriculum program. Meanwhile, inhibiting factors involve limited facilities, students’ socio-economic backgrounds, and the influence of social media. Nevertheless, the implementation of Pancasila values through Civics Education has proven effective in shaping students’ character, particularly in the aspects of discipline, responsibility, tolerance, and democratic attitudes.
