Keywords: BIPA (Bahasa Indonesia bagi Penutur Asing), Bilingual Flipbook, Bojonegoro Local Wisdom, Level A1, 4D-Model The increasing interest of foreign tourists in Indonesian culture, particularly during the Bojonegoro Thengul International Folklore Festival (B-TIFF), highlights the need for specific Indonesian for Foreign Speakers (BIPA) learning materials. This Research and Development (R&D) study aims to develop a bilingual flipbook for BIPA Level A1 learners that focuses on Bojonegoro local wisdom. The study utilizes Thiagarajan's 4-D model, encompassing the Define, Design, Develop, and Disseminate stages. Data was gathered through a needs analysis of B-TIFF translators, expert validations, and user evaluations. The initial needs analysis revealed that 100% of the translators identified product explanation as the primary communication barrier for foreign tourists. Consequently, the flipbook was designed with 10 thematic units integrating local culture, bilingual texts, and audio. Expert validation results demonstrated high feasibility, with Material (0.8), Media (0.78), and Bilingual (0.78) experts rating it in the "Very High" and "High" categories. Furthermore, a limited user evaluation yielded an 87% score, placing the product in the "Excellent" category. The study concludes that the digital bilingual flipbook is a highly feasible, practical, and effective pedagogical tool that provides linguistic scaffolding, reduces learner anxiety, and successfully promotes Bojonegoro's cultural heritage to an international audience.
